In addition to the report's recommendations on how to approach the drug epidemic, I think they need to include more drug treatment accessibility to drug users. More help should be provided to people who wish to kick their drug habit, instead of throwing them in jail. It's obvious drugs aren't going anywhere, so lets help the people who want to become a productive member of society.
